Now, every "budget build" video on youtube has a intel core i3 or Core 2 Quad Q6600, they never have other CPUs of the same like genetarion, like Core 2 Quad Q9650 (because that's the one that i have). And i want to get gtx 1050 ti, but, is the Core 2 Quad Q6600 better than my current cpu Core 2 Quad Q9650? By the numbers, I'd say that mine is better, but, i'm not sure.

Solution
No, the Q9650 is better.
Better lithography: 45nm vs 65nm
Better stock speed: 2.4GHz vs 3GHz
Newer Architecture, newer instructions, etc.
But it is easier to find used Q6600 at a lower price than the Q9650. I would say not to buy the Q6600.

Sweet, with the 1050 ti, now i don't need a new power supply! So pretty much i can afford that super easily.

A GTX 1050 Ti would be fine if your PSU is of proper build quality and size.

Besides that:
Are you running DDR2-800 or higher or DDR3 memory?
Have you atleast a somewhat decent board?
OC it!
400 FSB would result in 3.6 GHz CPU clock and should be possible without voltage increase on a 45nm Core 2 without temperature issues.!
Make sure to set your voltages fixed (motherboards tend to go overboard when set to auto to have enough headroom) and your FSB-DRAM ratio is synchronous (called either 1:1 2.00x or similar, depending on the bios. Make sure the memory speed still sits at 800)
If you are runnong DDR2-667, you might be out of luck for an easy solution. It gets more complicated if you also have to tinker with your memory.

I've got 8 gb ddr2 ram, 450w PSU. About the board, i don't know if it's decent, it's just a old fujitsu board (but it has PCI express). And i don't know what kind of ddr2 ram i have, but i just have 2 4gb sticks.
*EDIT*
I forgot i had CPU-Z, and now, it says that my motherboard is a "Fujitsu Siements D2750-A2" I can take a pic of it

how about overclocking the q6600 is it ok???

Both can be overclocked with the same effort. The Q6600 can easily brought to 3.2 GHz and even 3.6 GHz are doable, a dencent Q9650 should be able to go into the 4.0-4.2 GHz range. Add the ~6% better performance clock-per-clock and it should be obvious why the newer chip is valued as high.
The price differe micht also come from the fact that the Q6600 was Intels first quad core, so some people bought it to own a quad core in the first place. Also it runs on alot of boards where the higher FSB of the 45nm chips might be an issue.
