valve goldsrc and older source games will not launch

Recently I tried booting up the original counter strike 1.6. I noticed it would not launch after me clicking it. I checked the task manager and saw "Half-Life Launcher" in the processes. If I try opening the game again steam will give me an error saying it is already running. If I end the half-life launcher task and try reopening the game, it still won't launch and instead gives me this error: screenshot.

Using launch option parameters I tried starting the game in both dx3d and software mode, which makes it so that this error message does not appear the next startup, but the game will still not open.

I tried many other fixes and launch options, such as -autoconfig, -windowed, verifying game cache, clearing download cache, disabling anti virus, updating graphics drivers, creating DEP and firewall exceptions, and more that I forgot, all to no avail.

This exact problem also occurs on all goldsrc games, not just cs 1.6. This includes the original half life and its mods, like cs, tf classic, ricochet, and dm classic.

This problem also occurs on older source titles, like cs source and half life 2. The only difference is that I never get that error message and the proccess "hl2.exe" is running in the background rather than "Half-Life Launcher".

This problem does not occur on newer source title, such as csgo, l4d, l4d2, tf2, portal, and portal 2.

Any help would be appreciated, I've tried everything and I'm very frustrated.
