Upgrade CPU next? PLEASE HELP

I am currently looking to upgrade my pc for gaming performance knowing that in the near future it is neccesary to accomplish the goal of playing all modern games at 1080 with ultra to very high settings getting at 60 fps. I believe this to be a reasonable goal as my current setup runs GTA V at 30 - 40 fps with very high settings. However I cant decide if my CPU or GPU is bottlenecking me. On GTA at times it seems mostly the CPUs bottlenecking my system. I used hardware monitor while running the benchmark and my CPU stayed above 75-80% usage on all cores and sometimes peaked to 100%. This was also true on other games that are very demanding such as H1Z1 Just survive. In this game I ran the game with a hardware monitor and got the same usage on the CPU however When turning all settings to the lowest possible, watching my FPS be an average 30, then i cranked the graphics to the max possible with minimal change in FPS still an average of 30. The only difference was at higher setttings it began stuttering. This to me seems like it indicates a GPU bottleneck since the game plays at the same fps no matter the settings.

I understand that bottlenecks appear only on certain tasks and they exist constantly but are only visible when performing different tasks. I am trying to generally locate the bottleneck when playing games on highest possible settings.

MAIN QUESTIONS

If my CPU is holding me back Would you suggest a CPU that fits the current socket of my motherboard? (FM2+/FM2) Would you suggest a new Motherboard and new socket?
Is my system outdated to the point where I need a full upgrade?
Any other hardware Upgrades you would suggest?




My current Specs are

CPU - AMD A8 5600k APU overclocked to 4.0 Ghz
Motherboard - ASUS A88x Pro
Memory - 12gb Corsair Vengeance DDR3 1600 Mhz
GPU - EVGA GTX 960 SSC 2GB
750w PSU 80 plus bronze

yes your CPU is the bad guy here.

Have you looked into Haswell i5-4460? pretty nicely priced right now. Motherboard+CPU upgrade and you'll see a significant difference. (i would do that first. it's cheap and easy way to performance upgrade). your 960 is a lil weak.. but it's still a pretty decent (lower end) card.

Im looking to spend around $350 for the new motherboard and CPU would the asus z97 motherboard be a good option for this i5?

 
If you're looking to spend around $350 I wouldn't go with 4th gen. May as well go with 6th gen.

The 4460 is a somewhat poor choice, not only is it last gen it's one of the slowest i5's around. More cpu intensive games like gtaV and battlefield 1 will benefit from clock speed so an overclockable i5 makes sense. If you're not going to overclock then consider an h170 or h110 (whichever has the features you want/need) and at least an i5 6500/6600 (non k). The lower clock speeds of lower end locked i5's can be problematic at times.

it would be nice to spend that much but id have to wait quite a while for the funds, being a student I do not have the extra cash to throw around and even $350 is a lot of money for me.

Whatever you do DO NOT buy a "K' Intel CPU then cheap out on the motherboard like "nonsense" suggested. If you're going to invest in gaming rig do it the proper way and buy a quality motherboard. 4 phase motherboards are pathetic and meant for NetFlix builds.

You don't have to buy a 6600k right off the bat. You can buy a high quality motherboard and just get yourself a cheap Pentium or I3 to throw in there for now. Once you get some more cash sell the pentium/i3 and buy your 6600k.

Please don't cheap out on your motherboard. You will be kicking yourself trust me.

Motherboard: Gigabyte GA-Z170X-UD3 ATX LGA1151 Motherboard ($117.98 @ Newegg)
Memory: Corsair Vengeance LPX 8GB (1 x 8GB) DDR4-2400 Memory ($38.99 @ NCIX US)
Total: $351.85

It will be more than enough to start with.
The board is very decent. you can later add another similar RAM stick and upgrade the CPU to either i5 or even i7.
The board will receive BIOS update to support upcoming Kabylake CPUs so it have pretty long lifespan.
The i5-6500 you can sell for almost full price as the do not drop much in price.

I am going to be doing this upgrade probably sometime late this month or around Christmas in hope that the holidays will bring some good sales on the components I will need.
I have decided 100% I want the core i5 6600k CPU.
The next task is to decide on the cooler for this, liquid cooler about $80 or less.


Would this motherboard be considered high quality, I like the specs and the black and white fits my builds theme.

Good choice on the 6660k. Can't go wrong with Corsiar liquid coolers in my experience.

Personally no. That's a mid-grade motherboard with a 6 phase design - . MSI is also notorious for cheap VRM components - stay clear.

Go with Gigabytes G gaming series or ASUS's Sabertooth.
 
Don't do liquid for i5.
It's just does not worth it. Air coolers will do the same at much greater reliability, lower price and quieter.
Good liquid coolers are over 100$. EK Predator is what you can start with.
Don't get me wrong, I love liquid (using it for over 10 years), but you shouldn't start with it before you have high end CPU and GPU.
It is just not worth getting liquid if you compromise on other components.
