Help me on some doubts on My First Build

Before anything else, I apologize if my english is hard to read, I'm from Argentina. :spamafote:

First i must tell a short story, my last desktop pc was damaged due to a low voltage issue on my neighborhood that lasted at least one week until i noticed.
I rescued only 2 parts that i'm planning on reusing:

- CPU: AMD Athlon II x4 3.0Ghz
- Video Card: XFX GeForce 210 1GB DDR3

I know they aren't good at all, but i'm planning on using them until i can replace them.
My plan is to buy first a new Case, Motherboard, Memory, Power Supply, and even an UPS to avoid future problems, then I'll buy the new CPU and Storage Drives. Lastly I'll buy the Video Card.
(Not planning on utilizing SLI).

But i encountered some weird and crossed statements all along the internet.

This is my objective at the moment:

- CPU: AMD FX 8370 4.0GHz 8 Core Processor (Wraith Cooler Included)
- Mother: MSI 970 GAMING ATX AM3+
- Memory: Corsair Vengeance Pro 16GB (2 x 8GB) DDR3 2400Mhz
- Power Supply: EVGA 700W 80+ Bronze Certified ATX

- Video Card: MSI GeForce GTX 1060 6GB Gaming X

- Case: Corsair SPEC-03 Red ATX Mid Tower
- Case Fans: Corsair Air Series Sp120 120mm Led Twin Pack Fan

- SSD: Kingston SSDNow V300 Series 240GB 2.5"
- HDD: Western Digital BLACK SERIES 1TB 3.5" 7200RPM Internal Hard Drive

I should point out that i'm considering on buying a Corsair H80i v2 Liquid Cooler, due to FX Processors reputation on heat, especially after adding a good Video Card.

Now, i'll jump into my doubts:

1 - Will the FX-8370 be able to handle the Corsair Vengeance Pro at 2133Mhz?
I've been reading that some comments on different forums (some on this website) that they won't be able to go over 1866Mhz.

2 - Can the MSI 970 GAMING support both the FX-8370 and GTX 1060?
Especially over their Power consuption, because i've been also reading comments about this Motherboard generating some lack of performance because of some power limitation nonsense.
(I'm not really sure if this is even true, but it doesn't hurt to ask).

3 - Do I need to change Corsair memory Voltage in order to make them run at 2133Mhz?
I don't remember if i have to, or if this was necesary only on exceptional situations.

4 - What UPS do you recommend?
Besides the overkill 700w Power Supply... I'll also connect a single Full HD Monitor on it.

NOTE: A lot of this components were chosen because of their availability on my Country and the cost of them there.

FX 8370 doesn't have anything over 8350 so if it is cheaper, better go for it. If you don't plan on overclocking Wraith cooler should be quite enough as it's much better than old ones.
1866KHz is natural frequency of FX processor's memory controller but should be able to set it higher, MB permitting. As far as processor is concerned, 2133MHz is memory overclocking. That and it's voltage will have to be set in BIOS. Even if you get it going right don't expect much of performance boost overall.

Well, the Motherboard supports up to 2133Mhz so i guess it will allow me to make those changes.

And the cost difference between FX-8350 and FX-8370(and Wraith Cooler) isn't enough to say that i'll get a better or at least similar cooler if i go for the FX8350 and another cooler.
