Installed New Ram, Now Computer Won't Turn On

I had 2x4 DDR3 - 1600 Hyper X RAM before. I decided to add 2x4 to that so that I could have a total of 16GB of RAM (same type of RAM), but my computer would turn on (fans would operate) without getting to the BIOS. I would remove the 2x4 I added and my computer would work fine. I have since then took out all RAM and now no matter what combination of sticks I use (even the original), the computer will turn on (fans) but not even get to the bios (no visual).

Try a decent clear cmos, take out battery cmos and unplug your computer from AC for 60 secs.
Try again with first kit (original), if it wont boot try several times on/off till it boot. Should boot in 2 or 3 times.

If you lucky test new kit again (not all 4). One stick at a time to test all possibility if you need to.

If you get the first one to work but the new doesn´t work may be a defective kit.

P.S- Also, if you can´t put it to boot and if you say the computer will turn on fans than your PSU may be came trushed. Like my brother´s comp. last week.
