Internet upload speed problem

I'm not sure if this is the right section to post this, but please correct me if I've mistaken.

Okay so this question is about my upload speed. I get 15upload with no changes(using Ethernet) but when I upload to yt, or try to stream to twitch I can't even stream at 2k bitrate .. with my upload speed I should easily be able to stream at 4K bitrate with no problem. Also when I go to task manager and see how much my internet is sending out it says 2-6mbps when I'm paying for 15. Why is it doing this.. could it be my provider(mediacom)? I've checked there maintenance update schedule and everyone else is running fine but me, please help. (Also it's 3am excuse my bad use of grammar) also can't be my router nor cable, just bought a new one.

I think the first step is to open task manager, select performance, then click Ethernet. Then go to www.speedtest.net and run a test. Monitor your send rate and compare it to what speedtest is reporting. If they are similar you can safely assume you are getting what you pay for, otherwise you should speak to your ISP mediacom.

When it comes to streaming using youtube or twitch, there are many different factors which can affect this, not to mention that your upload must go through their servers which are also handling the uploads of many other customers, so you may in fact be limited in that aspect. Just because you have 15mb upload, doesn't mean twitch are going to use it.

And what exactly do you mean by everyone is running fine but you?
