My first advise would be, upgrade your PSU.

What you have is a very cheap 400Watt PSU from a not well known manufacturer (Circle) who probably isn't in assistance anymore, possibly but doubt it.

It should run the 750Ti but largely depends on what the rest of your system is pulling from the PSU, so cannot accurately advise without more information. I very much doubt it has 6pin/8pin GPU connections and would never advise using Molex/Sata to GPU adaptor cables!

You can get 2nd hand Corsair PSU's on fleabay pretty cheap these days. Look for a min of 80+ Bronze.

It's fine.
750Ti was built with a robust power delivery no matter the vendor you chose. In fact, I've seen people run some non Ti on an even worse. The lowest PSU worked on a Ti I ever saw was 320watt of an unknown brands.

Just make sure you don't expect too much out of your PSU. Something like put it up with lots of LEDs or half dozens of huge fan.

VS 450W , not the greatest quality , but for your setup it's perfeclty fine.

 
The Problem with this PSU is that it delivers most of it's power on the 5V rail which suggest a pretty old design (8+ years) since in the last years most load is on the 12V rail (Cpu, GPU,...)
This unit can only deliver 14A on the 12V rail which equals around 400W. Now the question is how this unit handle crossloads and if the 14A are a theoretical value that can't be achieved under reallife conditions.

I suggest upgrading to a quality budget unit like the Seasonic S12II-520, any XFX with 450W (except the XT and the TS-430) or the Corsair CXM450 (again not the 430 or the 500) as this PSU could possibly not deliver enough or stable power to your system and worst case it might be a ticking time bomb.

Running everything on stock, no over clock nothing still wont be enough?
