When I play games at the max settings at 1080p, my cpu locks at 70 degrees when gaming, and on idle around 30-40 degrees. I am using stock cooler that comes with the CPU.

Is this safe/normal? Am I okay to continue gaming with the 70 degrees temp when playing?

70c is getting into the upper-limits of safe, but it is still safe. 80c is the limit on healthy temps for the average Intel chip.

Those temps aren't unusual for the i7 paired with the stock cooler. You would notice a significant improvement with even a mid-range aftermarket cooler such as the Cryorig H7. You're not running a high-risk of damaging your chip at 70c, but an after-market heatsink would certainly provide peace of mind. If you could afford one I'd recommend it.

Do you have any good but cheapish recommendations?

I mentioned it above, the Cryorig H7 is a fantastic mid-range aftermarket and the one that is typically recommended here on Tom's for a great balance of price and performance:
