Does a Pcie 3.0 card work on a Pcie 2.0 motherboard?

So I bought the XFX Radeon RX 460 which uses PCIE 3.0 and I wanna buy an AMD CPU but all of the new ones use AM3+ sockets. And all the AM3+ motherboards I can find have PCIE 2.0 only. Will the graphics card still work??

If you can hold out on buying AMD AM3+ CPU and MB right now till the new chipsets come out AM4 with ddr4 and PCIE3.0.
AMD am3+ cpu have been on the market for a bit now and kind of slow compared to this gen Intel the new AMD zen CPU will be much faster that like a FX-8370 AM3+ at lest 40-50% faster.
We hope AMD will do better than 40-50% Intel need the comp.
