I74820k only running at 1.5ghz even under load plz help

My build:
I74820k o/c at 4.7ghz
Asus rampage iv black edition
16g ram 1333hz
Evga gtx 1070 sc
Evga 750w g2 psu

PROBLEM:
My cpu only runs at 1.15ghz while idle and under load ive tried disabling intels smart throttle nothing happens
Whn in bios it runs at about 45-54c
But as soon as i start up windows the temp drops to about 32c idk what to do

Then the CPU or mainboard clock generator is damaged. RMA them.

Ive got it on a custom setting that has everything on max performance and ignores any power save settings ill go back and check everything tho
 

Turn off speed stepping and Intel's C-states if the windows power isn't the issue. If it fixes the issue then figure out which is causing the issue.
That OC is pretty high you may want to lower it a bit if you get this fixed.
 


Smart throttle, C1 state and the like should be enabled. They allow down-throttling. BUT THAT'S YOUR ISSUE!!! Yes it is. They are not god. They are BIOS settings that work in concert with Windows settings unless you don't want them to. Anyways you should right click your Start button(Win icon bottom left by default). Click on power options. If you do not see High Performance scroll down and click on show additional plans. Choose High Performance. Now you need to click on Change Plan Settings. Once you are there you need to click on Change Advanced Power settings. Can you please confirm your Minimum Processor State is at 0% and the Macimum Processor State is set to 100%? If they aren't please change them. Click OK to save changes.

Can you also confirm there isn't any thermal throttling happening by monitoring your temps with HWMonitor? You can see that it shows min and max temps. Start it when WIndows starts. If your CPU gets too hot it with down-throttle.

Its not on slow mode and i have the it on performance mode my cpu hovers between 1.15gh and 1.18ghz even under stress test

More than likely yes. I have seen this problem before on FX builds. You can try a fresh install of Windows to rule out Operating system issues but I doubt it will fix it. Sorry
