What can help my fps in Skyrim Special Edition

In the newly released Skyrim Special Edition. I get low fps when looking in certain directions, especially when looking at a city after i leave it. (When walking back to whiterun from the watchtower after killing that first dragon, i had 30 fps.) this did not happen on normal skyrim. i have no mods and a 100% new save file made in the new game. i even get low fps on all low settings. But i run gta 5 on high textures and medium - high settings.
My Specs:
AMD FX-8320 BLACK EDITION 8 CORE CPU
SAPPHIRE NITRO R9 380 4GB
8GB DDR3 RAM
1TB 7200 RPM HARD DRIVE
SOME CHEAP 50$ GIGABYTE MOBO

Let me know what i should make my setting due to these specs. I dont really know what my pc is really capable of with all of these confusing graphic setting names. Thanks in advance!!

AMD CPUs do not perform as well as Intel CPUs in Skyrim and that is the same for Skyrim SE. A 4th gen Core i3 CPU provides better performance in Skyrim than an overclocked FX-8350. The same can be said for Fallout 4.

If you want to upgrade, then switch to Intel and a motherboard compatible with Intel CPUs.
It is just poorly optimized atm, and given you're running an all AMD rig I'm not surprised you're having issues running the game.
Make sure volumetric lighting/godrays etc. are turned off, you should still be getting good frames.
I'd look on AMD's subreddit for a hotfix on the issue, or go back to old Skyrim with mods, it doesn't look any different imo. :/
