Yeah it's a useless PSU but I try not to judge others and the limitations they have with budgets. You should be fine but obviously it is an inferior PSU. It is designed to work with graphics cards though and should work ok,.

Its a CIRCLE 400WATTS, ASUS P5G41TLX3 PLUS, Core 2 Duo 6420 2.13GHZ.
Can I run the Zoatc GTX 750 Ti 2GB with 14amps on +12V

Are you sure cause the 14amps on the +12v rail is less as per many people. They recommend atleast 20amps. :/ Im confused
I do run the 750 ti with the following voltages that is mentioned above

system with gtx 750ti and i7 needs 400w PSU so 400w is enough.

But i would run it on low quality PSU such as Circle

If you are from India the cheapest good quality PSU is Seasonic 430w ECO

(maybe he wanted to say - but I would (n't) run it on low quality PSU such as Circle ) :p
