cross fire pcie question

MSI 970A sli krait edition motherboard has two pciex16 slots. however on the website it says gen 2 16,0 and 8,8 next to it.

Does this mean 1 graphics card will be used at x16, and then if I use two they will both run at x8
wouldn't that completely ruin the point of crossfire? I'm not sure how it works, but interested in running crossfire, but idk if it will be a good idea. was looking at rx480 8gb, but does this mean that 1 will be just as good as 2 considering the pcie slots running dual at 8 and 8? Help please!

So single gpu runs at x16 and dual runs x8 and x8 but is still more powerful than single?

So if I have a 125 watt CPU, and 2 - rx480s (I think they are 200 or 250 tdp) would my evga supernova 750 be enough power?
