Pc starts for a half second then stops.

I think the mother board is donezo. My cpu radiator leaked and fried my old graphics card which, after I replaced the radiator and graphics card, the pc worked for 2 days no problem then on the third I turned it off or so I thought. When I came home it was still 'on'... there was nothing on the screen but the fans were on so I shut it down. When I tried turning it on the fans start for a half second and then stop, nothing comes up on the screen. It then continues to do this over and over until I flick the back power switch off. There are no beeps. The psu has no issue, it works on other pc's and I've tried using a different psu on my pc. I've tried taking out the bios battery over night as well as using a different battery. I've tried starting with no ram, less ram and ram in different configurations. I've tried unplugging everything but the cpu from the mother board. I've tried using completely different hardware on the mother board. Some of the radiator liquid leaked on the motherboard I cleaned it spotless very carefully with rubbing alcohol and electronic cleaner but it seems the motherboard sustained damage from the cpu coolant leak.
