I specifically will use it for google video (talk) and Skype on Ubuntu 16.04 LTS ?

Here is my rig specs (if it matters):
MOTHERBOARD: $85 ASRock H170M LGA 1151 USB 3.0 Mini ITX
CPU: Intel Core i5-6600 6M Skylake Quad-Core 3.3 GHz LGA 1151
RAM: Crucial 8GB 288-Pin DDR4 SDRAM DDR4 2133
GPU: VGA GeForce GTX 750 2GB GDDR5 PCIe
HDD: SAMSUNG 850 EVO 2.5" 250GB SATA3 SSD

OS: Ubuntu 16.04 LTS

My budget: $10-$40

@junkey and @computersecurity - Thanks for your answers. I already have the NVidia driver, but running directly from motherboard right now. My question is - what is the most supported webcam for Ubuntu 16.04?

wait, you want a video card for 10-40$?? just use the integrated graphics at that point. I dont think there are any cards near that price range (even used) that will outperform your i5's graphics
