PC takes multiple attempts to boot onto bios (PSU Problem?)

I have been having this problem for a while, I turn on the computer and its black screen, I have to keep turning it on and off again for it to eventually boot up.

I have a feeling the issue lies with the power supply which is a antec 750W NON modular psu.
The reason why I believe it is the PSU is because I recently changed the motherboard, memory and CPU, and the problem was still there.

Could the issue be anything else? Would a modular power supply help?

PC Specs:
CPU: i5 6600k @4.4GHz
CPU Cooler: Be Quiet! Shadow Rock Slim
Motherboard: Asus Z170 Pro Gaming
Memory: 16GB DDR4 (2400MHz)
GPU: STIRIX GTX 970 4gb
Storage: 120gb SSD & 7200rpm 2TB Hybrid Drives
Fans: 5x 120mm Fans.
 
Whether or not a power supply is modular has nothing to do with a problem like this. Modular just means that unused cables don't need to be inside the computer case.

A faulty PSU can cause a wide variety of problems. Do you have another PSU you can use to test this system?

My brother has a simular set up to mine, so I am going to borrow his power supply to see if the PSU is the issue.
