Moving hard drive to another computer

I have two Dell Inspiron 660s desktop computers. One has a hard drive that doesn't work. The other one powers on, but won't boot. Someone had told me that its motherboard failed, but I don't know how to confirm that myself.

Could I take the hard drive from the one that won't boot and put it in the one with a broken hard drive to end up with one functional PC? All the threads I've found are about two different models, but these are the same computer.

Would I need to reinstall Windows? If I did, would the license key in the motherboard still work? The computers shipped with Windows 7, but both were upgraded to Windows 10 while it was a free upgrade. Would the license key in the motherboard work for a new installation of Windows 10?
