GTX 750TI 50% Power Consumption

I've noticed that my GPU is only reaching a peak power usage of 56% in stress tests and even in 3DMark Firestrike and other benchmarks. I am overclocking the GPU at the moment to 250MHz Core clock and 700MHz memory clock stable.

I have modified the BIOS to allow for 65w advertised power usage which is what made it possible for me to achieve those clocks.

What I'm asking, is there any reason why only 50% power is being used at max load even in games 55% is as far as it goes. I've tried adjusting the voltage but I believe the voltage might be locked because it just immediately resets to 1.118v. The reason this is significant to me is because I'd like to try to get further headroom for overclocking.

Please dont make arbitrary suggestions pointing to my power supply being messed up. I've tried 4 different 80+ power supplies and even tried running the GPU alone on a dedicated power supply but they all yield the same results.

Also the GPU's temp never goes over 60 degrees regardless of how long a stress test has been running

I'm asking if there's a relation to the power consumption and the card's ability to overclock further because I was able to increase the TDP to 65w
