NOT NEW BUILD No POST, No Beeps, No Video

First, I was having an issue with black screens over RDP (I RDP a lot with no issues) so I went to my computer, logged in, restarted and now it won't POST. I have not had any issues before and the most recent hardware change was several weeks ago when I installed a new GPU. I'm wondering whether this is more likely the MB or the CPU.

Symptoms:

None of the USB connected items are working any more (keyboard and mouse don't light up) and the screen is blank.

Fans on GPU start but then stop and CPU fan spins at steady RPMs.

Hard Drives sound like they are spinning.

Lights on MB are on.

No Beeps



What I've tried:
I've gone through the Tom's troubleshooting list completely twice. No luck.

I've put my old GPU in and changed PCIe slots.- Nothing

Attached new PSU- Nothing

When I remove all the DIMMS i do get beeps but none with them installed.

Cleared CMOS by removing battery


Rig:

Motherboard: MSI 990FXA Gaming

CPU: FX8320e overclocked to 4.2Ghz (this has been stable for months)

GPU: Gigabyte Windforce OC GTX 1060 6GB (also tried my old R7 370). Overclocked using Gigabyte's Gaming software (some tweaks in the last few days but not much).

PSU: Corsair CX600 (also tried CX850M)

RAM: G.SKILL Ripjaws X Series 16GB (4 x 4GB) 240-Pin DDR3 SDRAM DDR3 2133 (PC3 17000)

Cooler: Cryorig H7


 
Solution
Try clearing the CMOS properly using the MSI method.

Unplug power, LAN, and video connections > Press power button to discharge caps > Remove motherboard battery > Locate CMOS clear jumper (beside 3rd PCI slot) > Short both pins with a screwdriver or key for 10 seconds. > Replace battery and cables > Fire her up

It should boot. If it doesn't, and you legit followed Tom's guide, then the next step is bread-boarding on a table.

Most likely power related components issue, if themastererr steps no good, plug everthing except vga, start, test with multitester the PCIe X16 slot. tap the pen at the leftest metal plate (short slot is the power plate while the long slot is data plate) you should read about 50 to 60 watt (12V x ...amp) below that the motherboard will not power VGA.
