Case Fan Speed Locked at 1500RPM How do i speed up 3pin case fans

I recently bought silent quiet case fans and they did not work so I put back the original case fans back in when I open up speccy they now say that the running at 61 degrees Celsius even though they never been like that before I bought the new fans.While playing the temp for the motherboard went up to 67 degrees celsius. so is there a way to speed up the case fans.I did install speed fan, I think smart guardian messed up the fans.The Type of case fans are Corsair red shift

does the fan still has sticker with rated amps and voltage? usually old case fan is ~ 0.2 amp +12V or 0.3 amp + 5V
I wonder how you get 70C reading (software monitor or thermometer)? most solid capacitor is at 60 to 80C working temperature.
Meanwhile you can do this

  • ■ tidying cables, tape to chassis or zip tie
    ■ turn PSU fan facing upward
Mid tower case always has problem with drive cages blocking front panel fresh air especially with the presence of GTX 960 (must be ACX cooler) dispersing warm air.

The only way you can speed up fan RPM beyond it rated max speed is using DC voltage controller
0.2 amp * 12 V = 6 watt @1000 RPM
0.2 amp * 14 V = 7 watt @ >1000 RPM
0.2 amp * 16 V = boom

Yes They can go faster Then 1500, Before my computer would not go to 67 Degrees. I went into the bios to fix it and all it did was speed up my cpu fan

I also just Reinstalled windows 10 and formatted both of my hard drives, I test Rainbow six siege and it went to 70 Degrees.I test Speed fan and the only thing i was able to speed up the cpu fan. I think speed fan screwed up the speed .
