hi! i was wondering what would be better for lighting up a pc, cold cathode or led, what are the benefits / downsides of each. i have no experience with either so any help is greatly appreciated !
Ive honestly never come across that.
The bottom will probably be brighter, and wash out the LEDs at the top.

If you see the front grill, those are LEDs, a deeper, richer blue than the washed out interior. (I like my cathodes because they are bright, but I normally recommend LED kits like the HUE+)
Cold cathodes are generally brighter, and more washed out than LEDs are.
If you want the components really lit up, they are a better* choice. They are also generally cheaper.
LEDs are more customization (depending on kits), more vibrant colors, and more true colors.
LEDs are mostly considered the better kits for lighting, their colors are more accurate and not as overwhelming.

how bad would a mix look ? like a 12inch cold cathode at the bottom of my case, and an led strip on the top or side, closer to the components ?

oh, i do like the look of that, also one more thing, im making a custom water loop very soon, within the month, will led's make uv reactive liquid light up, or should i go cold cathode for that ?
Well UV is a wavelength, its simply not possible to get a red UV light, red light is too low energy to be ultra violet (wrong end of the spectrum).
If you did red coolant with a UV light it would be vibrant red.
ok, so i will grab a uv light for the bottom of my case, a red cold cathode for the side, and if i see i want more lighting, i will grab a led strip for the top!
