The specs are Intel Core i7-5500U (Broadwell-U) 8GB, Chipset Revision 09 & Southbridge Revision 03, with 1168 BGA socket & Stepping of 4 with Revision of F0. I have Hewlett-Packard 80DE (U3E1) motherboard. Can I upgrade or change my current Intel CPU? and if yes, which parameters do I have to compare for upgrade?

nope, that motherboard was made for that cpu, they arent upgradeable i assume thats a laptop, and its not upgradeable because the cpu is permanently attache to the mobo
