gtx760 unable to maintain stable FPS

My rig underperforms even when games are set to their lowest possible settings.
I can go from 150fps to 40fps, and during this period there is a, pause, or a freeze, for .5sec, where I am unable to play a game smoothly.
The game and settings do not matter either, From Counter Strike, to Overwatch, to Guilty Gear, and Rocket League, this is a pandemic problem that I have been unable to fix.

Gpu: GeForce GTX 760
Cpu: Intel Core i5-2500k @3.30GHz
Memory: 16gb DDR3
Monitor: 1920x1080, 60Hz
Driver version: 373.06
OS: Win7 Ultimate

I'd say make sure its the GPU that's causing the drops. A couple ways to test this:

-Play in Windowed mode and have a hardware monitor open on the side, and once you notice the FPS drop, check to see if the GPU or CPU load spiked.

-Get an application called CAM by NZXT. You can set it up and monitor it from your phone (For Iphone, not sure about android). This will allow you to remain in fullscreen. Same idea, check to see what the loads go to when your FPS spikes.

I feel like a GTX 760 should be able to run all of those games just fine! I had a GTX 750 ti that could run all of those near max. Also, keep an eye on your Hard Drive usage. Some games use a LOT of the hard drive for loading textures. I dont think thats the...
