Corsair Vengeance LPX 16GB DDR4 (3000mhz speed) runs only at 1600 mhz (800mhz dram), low FPS in games

I had different mobo from gigabyte Ga-Z170-Hd3P until I replaced it with Asus z170-a 2 weeks ago.. The reason was because my brother needed new mobo for his PC so I gave him this one while I got myself z170-a

Everything was working fine, flawlessly on all games I played which were Witcher 3, getting avarage 65 fps on everything maxed out, 1440p resolution + graphic mods to make it look better, I also tried GTA 5 which also ran fine and all that was on the old mobo.

*All this text below are the issues which were happening on the new motherboard installed, asus z170-a*

So what led me into finding this out is that a week ago when I first installed Battlefield 1 the game run flawlessly at 1440p resolution and everything maxed out at 90-100 fps avarage, the next day the game fps dropped from 90 avarage to 40 avarage FPS and only thing I did was updated my drivers.. I reverted to old drivers but the issue remained, one day it worked fine then one day fps was bad. I went onto battlefield 1 forums and saw that other people have FPS issues too so I stopped worrying and started to wait battlefield 1 update which would fix this..

Yesterday I installed Witcher 3 on my PC and the game run barely 60 fps on 1080p resolution at everything max except hairworks.. I went on google and saw other people getting avarage 90 FPS with my specs on 1080p resolution, also on the old mobo I had I was getting better fps on max settings at 2k

GTA 5 is the only game which runs fine, the same as on the old mobo I should say.

So few hours ago I noticed that my ram was running below the advertised speed and I went and enabled XMP but the PC wont boot then, not even to BIOS.. I have to press MEM_OK button on mobo to get it working again and max mhz speed the ram works on is 1600mhz, on CPU-Z it says its DRAM speed is at 800mhz, so I think the ram may be the issue why there are fps drops in witcher 3 and maybe even in battlefield 1.

So my question is even if this wont fix FPS in those games why is my ram running as such low speeds? And why is my FPS suddenly so low on witcher 3 :/ is my GPU damaged? Motherboard maybe? ram? ahh..
