i5 4200h Thermal throttling as soon as any program is opened

I am having a really weird issue with my laptop:

CPU: i5 4200h
GPU: Gtx 960m
RAM: 8gb DDR3
OS; Windows 10 home 64bit

I have had the laptop for over a year and have had no problems at all with it but starting about a week ago I have started to have throttling issues when playing games or running any programs.

Whenever I open anything the CPU starts to drop to 0.81- 0.84GHz every few seconds. Causing games that previously ran at 1920x1080 at solid frame rates to become stuttering messes even below 1280x720.

I have trawled the forums for hours and tried everything that has been suggested previously. Throttlestop 8.0 did get everything working but obviously there are concerns about overheating with it being a laptop. My bios options are also extremely limited so there isn't much scope for changes to be made there.

XTU confirmed that whenever a program is opened every few seconds the processor enables thermal throttling but the temps are only at 40 degrees!

Any help, advice or similar experiences and possible solutions would be welcome!

The laptop is only used for playing WoW and LoL but weirdly this issue effects everything except LoL where the drops dont occur at all and it runs perfectly,

When macbooks have this problem, it's usually a bad capacitor running to the motherboard temp sensor that causes it to always run in "worst case scenario" mode, but I'm not sure about this laptop. If possible you should try finding a bootable diagnostic tool for your laptop or take it to a shop to have them do it to see if there are any hardware problems.
