Fresh Install of Windows 7 has Slow Connection for No Apparent Reason

I installed a fresh copy of Windows 7 yesterday from a disk. It doesn't even have SP1 installed. My motherboard is an Asus Z97-A. I'm connecting via the Intel network port on the motherboard. When I unplugged it and plugged it into my laptop and did a speed test, I got ~200 Mb/s down speeds. When I plugged back into my desktop, I got speeds that were highly unstable, ranging from 8-30 Mb/s. In most cases on the desktop, it didn't even finish the speed test. I did install the proper drivers for the port from Asus' website. Any ideas on why this is happening?

Edit: to give an example of of the speed is, I tried installing Java (60 MB download). It stopped 1/4 of the way through and wouldn't download anymore for some reason.
