The bigger the monitor screen, the better?

I'm about to upgrade from an 18.5 inch monitor with 720p max into full HD 1080p.
I heard that this monitor is pretty good at cheap price.

And I'm not rich either, but I could scrape up more pennies after 2 weeks to save an additional 50 bucks. But my point is I showed this to a friend, he told me - "Man, only 20 inches?" And that brings up my question, does the size of the monitor affect its purpose as a 1080p monitor?

Somewhere on the interwebs, there are charts that list out "ideal" viewing distance to screen resolution to screen size charts.

At the typical viewing distances of a computer monitor, chances are, monitor response time and refresh rate and color depth are for more important than 1 or 2 inches of screen size, which is often a value assigned by the manufacturer, is arbitrarily rounded up or down, and has a big margin of error.
 
At 60Hz response time doesn't matter as much as at high refresh rates as long as its say at least 6ms.
Hell, those '1ms' advertised response time monitors actually average at around 5ms.
Even at 144hz I have a 4ms monitor and can't tell a difference vs the XL2411Z which I previously used.
