CPU Randomly Started Overheating

So I have had my PC for about 2 years now and my intel i5 4430k has started to overheat a lot. My CPU tempature was normally 70C at max when playing games like arma 3, but now when I play arma 3 it goes up to 90C, is this normal? If not why would it start to overheat my heat-sync has done good and the fan is still spinning at a decent rate, I have cleaned out all of the dust from the cpu, idk at this point.

It's possible that the thermal paste has dried to a cement like compound since it's been there for two years. I recommend replacing the thermal paste.

Sorry for the delay... A paper towel and some rubbing alcohol will help out a lot. Make sure you get all the paste off of the CPU and the cooler before applying new paste. Also make sure there are no shards of paper stuck to either surface before mating the cooler to the CPU.
