Is it ok for a graphics card to be upside down?

My case makes my msi b150 m3 motherboard in a weird position When I placed it but when I tried to put in the graphics card I realised that the graphics card fans are facing downwards btw(my graphics card is a Gtx 1060 gaming x msi) I don't know if this effects anything but iam just asking to make sure

There is nothing weird about that. In a standard case, the motherboard will be in a position that when you install a graphics card, the fans will face down. This is so they can suck in the cooler air from lower in the case and not the hot air rising from the graphics card.

Solution
Nearly all ATX cases mount the motherboard so a graphics card's heatsink faces downwards, exactly the wrong way for heatpipes so gravity cannot help. Nearly all BTX cases mount the motherboard so the graphics card faces up but BTX is a dead standard--too bad nowadays with single-chip graphics cards pushing 250-275w, more than any desktop CPU (FX-9590 is the hottest at a ridiculous 220w). But your 120w 1060 will be fine.
