GPU Upgrade Questions

Im keen to upgrade my GPU but i have some doubts since the computer is my very first PC custom build, thus i don't if i need to take some steps before slotting in a new component etc.

Current Build
I7-4790 CPU
Deepcool GAMMAXX 200
H-97 PC MATE motherboard
8gigs of ram
Palit Super Jetstream GTX960 2GB
FSP HEXA+ 80+ 550W PSU
WD 1TB HDD

I plan to swap out my GTX960 for a Palit GTX1070 Dual
and also add additional 8gb of ram

How does the changing of GPU work? is it as simple as removing the GTX960 from the slot and replacing it with the 1070? Is 550W PSU enough for the GPU?

I plan to buy the Palit version as it is around 579SGD in my country, compared to the other brands/versions which cost around 700+.

I have other questions though.. about the ram. Do i find any ram stick and slot it in? The only thing i know it that it has to DDR4, must the new ram stick be the same brand as the current one i have?
My CPU also tends to make noticeable noise. it idles at 34-39C but at 60C or above the noise i rather loud. Does that mean the cooler is not effective and a need to change it? or the cpu has problems?..

Go into safe mode. Uninstall the drivers using DDU. Shut down, swap the cards, turn it back on and install GeForce Experience/Drivers. You could download the launcher for GeForce Experience before uninstalling the drivers.

remove the driver for the 970
shut down
swap cards
install new RAM
boot up
install drivers

your power supply should be fine if it has the proper power cables for the 1070.
you will want to get ram that as closely matches your old RAM as possible. CPUZ from CPUid will tell you the specs on the RAM installed so you can find matching modules, even then no guarantees that it will work with no issues.
I suggest getting a tested 16GB kit and replacing/selling the RAM you have.

the fan should speed up as the temperatures rise, this is the cooler doing its job. there are larger more quiet coolers that can be added if the volume is too disturbing. I have the CM hyper 212 EVO and it is quiet all the time - my CPU 125W, yours 84W.

When upgrading the GPU it's recommended to remove all old drivers in safe mode before installing the new card.

As for the ram, for maximum compatibility, the modules have to be bought as a kit. Using different modules lowers the probability they're compatible. You could buy 8 GB, but they should have the same specs.

Your CPU is fine, it doesn't make any sounds. The cooler fan is affected by dust if you don't clean it regularly. You can replace the fan or the entire cooler if you want. But try cleaning it first.

I sorta cleaned the cpu coolor already though.. The noise was really obvious when i was running MafiaIII. Regarding the drivers, u meant the Nvidia GeForce Drivers/Experience and the palit drivers only? just wanna make sure
