Is my cpu "bottle necking" my GPU?

Hello, i recently have bought an asus rog strix gtx 1070, updaded from amd randeon hd 7570, and i am experiencing some frame rate problems and i've found out that i may have a bottle neck problem, my CPU is i7-3770, i don't have much frame rate problems in some games, like in witcher 3 i am running max settings @60fps smoothly most times and cpu 40% and probably the same with gpu, but in World of warcraft i got like 40fps at max settings when i'm iddle at garrison (it's WoW! it should be like 100+) (my cpu is like 10-15% and gpu is at 99% load (i've seen the gpu load via a program called openhardwaremonitor) does this mean that my CPU is slow and dragging down my GPU thus the low frame rate? my cpu is 3.40hz running ~3.71 with the hyperthreding.

Solution
use something like msi after burner or other tools to monitor cpu and gpu utilizationf any of them are around 100% then it is a clear cut case of bottlenecking

Thank you for your reply, i have check as said a program to see this, and at a game (WoW) my cpu was like 20% and the max the gpu went was 99% this means that's a problem with my cpu or gpu? I have found in many posts that WoW is very CPU dependent

the gpu is botttlenecking,it means that most of the brunt is taken up by the gpu and that that is the component that will give you extra performance if upgraded

but how can this be possible? i my gpu is gtx 1070 and cpu i7-3770 which is pretty old and i just purchased my gpu...
