Is there a point to overclock FX6300 lower than 4.2 GHz?

FX6300 has turbo mode which overclocks FX6300 to 4.2 GHz when playing games.

Is there even a point to overclock it in BIOS unless I am going for more than 4.2 GHz?

If I wanted it to be at constant 4.2 GHz would the same voltage and clock settings from turbo mode work?

You would see slightly better results using a legitimate 4.2Ghz overclock over the turbo core feature. Mainly because turbo core "looks" for opportunities to rise. With an actual overclock, it would be stuck there.

When overclocking the 6300 you want to try to get to 4.5Ghz. The gains start getting very noticeable around that mark.
