Streaming PC Config

Hello,
I have a gaming pc currently. Quick breakdown..
4590 i5
16gb ddr3 1600
evga 1070 ftw

Computer has no problems with gaming, but I'd decided to get more into streaming and setting up a dedicated machine to stream with is making more and more sense. I have a couple options..

I have a spare 4590 with probably 8 or 16gb ddr3 currently unused, as well as a elgato hd60s and hd60pro. My internet is 30/5. Would I be able to get decent quality with the 4590 dedicated for streaming, or should I upgrade it? Seems many suggest an i7 or xeon. I don't have an issue upgrading, but would it be worth it? If the difference would be minimal, I don't think spending the money is feasible at that point. Currently I'm using a 2400 for streaming and it constantly seems to get overloaded by OBS (mostly fps games..bf1, etc.). Any suggestions? I was considering the 4790k to stick with the same socket and avoid further costs.

If you want to spend the money, you can buy a 4790K and use that in your gaming computer and stream while gaming on the same system.
Its easier, you dont have to use a capture card like you would in a dedicated streaming pc and the 4790K can handle streaming while gaming

If you use the spare i5 as a dedicated streaming pc would be alright. Im not sure what quality you can get out of that chip as it only has 4 threads.
Your upload will be good for 720p30. I run at 720p30 with a 2750 bitrate.

I have a 4790K overclocked to 5ghz and it does great when streaming and gaming. CPU usage while playing CSGO and streaming with x264 fast is around 80% usage so very good.

My friend has an i5 4690 and when he tried streaming with x264 while gaming, his fps drops low and the stream looks like crap since his i5 cant handle.

NVENC doesnt produce that good of quality when on lower bitrates. Quick Sync would be better and H264 is the best

I've been using H264 on the 2400 but it can't seem to hold up really well, probably age.
