The Sims 4 Stutter

I have an ASUS ROG GL552VW
specs:
Intel Core i7 6700HQ
Nvidia Geforce GTX 960M
8GB of RAM
1TB HDD
Win10

on paper that should make the sims 4 run smoothly on atleast medium settings, but somehow the game stutters every 3 seconds.

what i have done to resolve the problem is reinstalling the game, reinstall the nvidia drivers, turn off vsync in nvidia control panel, turn off xbox dvr

My game once stuttered and it was because of the mods I had. Added any mods recently? If so, remove the mods recently added, and if it didn't solve the problem... I know it's hard for you but you're gonna have to remove all of the mods :\

If mods ain't the problem I can't help you cause I only experienced the stutter because of the mods.
