is rx 480 4gb severely problematic with direct x 11

the gtx 1060 6gb is over budget and so is the rx 480 8gb will they be any bottlenecks fps drop in games and i do not plan to upgrade to win 10 i want to play games at ultra

The GTX 1060 6GB is a bit faster than the RX 480 in DirectX 11 titles. That said, at that low a resolution the difference between the two is going to be largely academic as both will easily get you 60FPS and anything beyond that isn't going to be all that beneficial since there aren't any 1366x768 displays that can refresh higher than 60Hz.

On 1366*768? Given that the number of pixels in the screen is ~50% of what you need to fill on a FHD screen, it will have the power to do what you want it to for a fairly long time, but that depends on you not getting a better screen. If you're even slightly interested in getting a better monitor, I would go with the 1060/480.
