Games only running on 1 core when i have 4 cores and 4 threads

It was hard to screencap a picture of it.

I am playing a game called Hearts Of Iron 4 which uses a lot of cpu because of all the maths and shit and its not a graphically intensive game, its like a glorified map with counters. It really starts to lag down to 5-20fps and the CPU3 usage is at 100% and other cores are on around 10%-25%.

Because that's how the game was coded, so it could also be played on as many systems as possible.

Also Borderlands 2 lags a lot because it only uses 1 core.

I don't own the game myself but I have read that turning off clouds/day&night cycle visualization things can improve performance dramatically.

What are your specs? CPU, GPU, Ram, etc? Can't really help if I don't know.

If your computer is a laptop... do companies still park the CPU's extra cores from the factory?

Which pretty much explains why it only can utilize one core fully.

Note this shouldn't negatively affect performance, unless that core is getting close to full load.

check background tasks. perhaps something is pulling resources while you are playing that game. pause, stop or minimize the other tasks and see how that helps.
