low cpu-gpu usage on my system

specs:
i7 3770k
cpu cooler Cooler Master Hyper 212 EVO
GTX1070 asus
16gb ram 1600mhz gskill
asus p8z77 pro mobo
cruical ssd
850 psu

cpu and gpu usage always around 60-70%
i tried many solutions like:
reinstall windows 7 - 10
all drivers up to dates
tried many antivirus apps

temps for cpu 55-65c

games i tried bf4, crysis 3 same results

i was using 980ti with same problem and my 1070 is brand new, so i am really pissed after spending big amount of money without any progress in this problem.

How are the games running? Your CPU and GPU aren't going to max out if they don't need to. If the games aren't running well, it could just be unoptimized for your system, because some games are just like that. Most games only utilize 2 CPU cores, and my i7-4770 usually tops out at 50% in most games, and my GTX 770 hardly hits 100% on games it runs just fine.

For instance, when I play something older like Garry's Mod, my 770 usage goes no where near 100%, and with V-Sync/G-Sync enabled, the heat barely breaks 60C, while it hits 75C in more intensive games that it needs to work harder on.

bf4 and crysis 3 are fairly modern games and utilize the all cores, but my issue is that i am no where near to what i should get in performance wise from such a system i have

it could be game problem(bug),mine bf4 single player run perfectly with 100-99 gpu usage all the time with i5 3470 ,but crysis 3 have that problem,also my cpu usage going upto 100% in crysis 3 welcome to jungle
