350watt graphics card on a 375watt psu

So I have at geforce gt640 evga and it gives me dvi output when there are no drivers installed. I'm running it on a 375watt power supply and it I says that it requires atleast a 350 watt psu with 20amps on the 12v rail. Unfortunately my power supply only has 18 amps on both 12v rails (12v a and 12v b). The time I install the driver for the graphics card the screen goes black and won't come back on. Though the monitor is still detecting output. After about 2 minutes the mobo beeps 4 times fast and then nothing else after that. I end up having to hold the power button down to power it off.

I'm so confused if it is a driver error or a power supply issue. I have 2 supplys and I had the bad thought of wiring it in parallel with two high current diodes (which I have on hand) on both rails if it turns out to be a ps issue. Now, that being said, if there are 2 rails, and I clipped the motherboards connector (the 2x2 pin) off the power supply and resoldered on the higher rated ps, is it possible that I only used only one rail? I did a continuity test on some of the non populated 12v lines and they are connected.

One last thing, that grapgics card has no input power ports, so it has to be powered by the mobos 12v lines right? There is no way that, that graphics card can pull 20 amps at 12v through those tiny pins. It would melt the hell out of the traces and the pcie slot. Could it be that my 2007 mobos pcie slot is just not new enough to supply the power?

The card pulls at most 65 watts, under the limit of 75 watts from the motherboard. The recommended minimum power supply is to supply the whole machine. Those specs are a little odd; the specify 38 amps on the 12 volt rail. That's over 350 watts right there; there is something wrong with the spec sheet.
