PC Overheated won't turn on, bought new PSU still nothing

So I built my PC about 4 months ago, no dust and it worked great, last week I moved my pc and plugged in a new hard drive and it surged, I ended up just having To unplug the PSU and press the power button to drain it and it worked fine after, anyways a week later, (Thursday) I turn on my PC and open chrome suddenly one the the fans (my thought PSU) revs really loud and the PC shuts off without warning, (span of 3 minutes) I let it cool for a while searching for ways to turn it back on (because it didn't turn back on) nothing seemed hot but I let it rest just incase, I ended up concluding my PSU gave way because of the surge last week, (evga 600w bronze psu) I have a gtx 1070ftw and maybe somehow the wattage maxed out the PSU and it gave way, anyways today (Saturday) I go out and buy a new PSU (750w gold evga) and plus it all in and it's still not working, now I'm scared cause I really hope it's nothing expensive, anyways maybe I didn't plug all the cables in but is there anything at all I can do before I bring it in for a diagnostic check?

MOBO: asrock z17oa-x1
CPU : intell i5 6600 (I think all I know is it's i5, stock cooling too)
GPU: evga gtx 1070 ftw
PSU: (old) evga 600w bronze
PSU: (new) evga 750w gold GQ
CASE,phantom 410

I just wanna say everyone that it turns out my gtx 1070 ftw is the problem, one of the two fans actually burned inside and it smells so bad, anyways EVGA didn't put thermal pads inside this is some new stuff happeneing, and my gpu is one of the unlucky ones that hit the dust from overheating, anyways I'm about to see if warrenty will cover and evga will take it back, and I can get a new gpu! Let's hope that it's not my mobo too, everything works with the essentials but who knows under load! Wish me luck and thanks I'll be back with my answer if the new gpu works!
