High speed internet issue...need help!!

I have a Toshiba i5 laptop running Win7 Pro. My internet provider is Comcast (Blast) where I average about 30-40mbps.

Yesterday I noticed my internet speed was slow & per speedtest.net, my download speed was now .60-.65mbps. All my other computers in my house are getting good download readings.
When the computer firsts comes on or is restarted, the download speed registers about 20mbps then slowly decreases to the above level.

I was advised by Costco concierge svc to disable my security software, which didn't change anything. They also said I might have to reset my computer in which case I would be starting over again but that seems drastic.

Anyone else ever heard of this issue or its cause? Sure could use some help with.
 
Just an educated guess but...
software or malware is bogging down the processor.

Push control alt delete
and click "start task manager."

Now look down at the bottom and see the % load on the processor...
I suspect that something running in your system is eating up the processor resources.


A good strategy is to never load any "free" programs from the internet...
Or if you have loaded them get rid of them.

You can see all the programs running.....in the task manager processes tab.
You can identify which programs are hogging up the CPU resources....and possibly delete them.

Identify "which" processes are hogging the system...and then go from there.

Thanks for your reply soundguruman,

Checking CPU usage was one of the first things I looked at. CPU usage is running about 20-25%.

Last Monday I had to get a new router from Comcast since my new Droid phones wouldn't connect via wi-fi. I wonder if Comcast routers are refurbed & I might have another defective one.

Just might have to buy one to see...
