is my voltage too high i5 6600k?

My v-core is reaching 1.264 and the VID is reaching 1.275 on my i5 6600k running at stock speed. is this normal?

Yes it's normal. Safe vcore for the skylake cpu's would have an upper limit of around 1.4v with 1.35v or less being preferred for a 24/7 overclock daily use pc. You're well below that. VID isn't the concern, it's pretty much determined by the cpu internally. Vcore is the core voltage and that's the one to watch (and the one you have control over via the bios).
