Does my CPU bottleneck my 1060 (6gb)?

Lately I've been looking at some benchmarks for graphics cards other than mine (ex : 1050ti and Rx480), and noticed that the framerate that they get on Overwatch (main game I play) are much higher than what I seem to get. My CPU is an AMD Athlon X4 860K 3.7GHz Quad-Core Processor and my graphics card is a GTX 1060 6gb by Gigabyte. The videos from the benchmarks look much more smoother than my gameplay. The best way I can describe how Overwatch runs for me is... choppy, yet my game displays an average of 40-60fps (1060 benchmarks show an average of 110 fps). The settings are all at max. I think it's a bottlenecking issue but I'm not sure. Help?

I don't know then, your CPU is definitely the bottleneck but it should be perfectly capable of putting out 60FPS in overwatch. I guess maybe just turn down some settings until you can save up for a new CPU/mobo.
Benchmarkers are using CPUs like 6700Ks and 6950Xs to normalize performance, so it could be your CPU, but it could also be some power settings gone awry or a corrupt driver. What are your CPU and GPU usages in game? (you can monitor them with GPU-Z and the task manager)

There isn't any other background process nor do I have any unnecessary processes taking up a ton of cpu, the rest is just other programs that take up very little.
 
I have a 4670k and I'm getting 150fps in OW with a gtx 970, my CPU usage hovers between 50 and 70% with my total CPU usage hovering between 60 and 80%. You're sure VSYNC is off right? There's something not right about how much of your CPU isn't being used for the game.

Yeah I have VSYNC off, I noticed it fluctuates a lot between 30% and 60%, then the total cpu usage adds up to around 70-80%

Darn, what cpu would you recommend? I've got like $180 on me right now, motherboard only supports amd's
