Cpu speed falls dramatically at higher voltage.

So last week I overclocked my FX-4300 from 3.8ghz stock to 4.6ghz in bios. I also increased voltage to 1.38 volts. But when I got into windows, it crashed everytime I played on it. Later on I discovered that the voltage was not changing, and instead staying at 1.3 volts, which was way it was crashing. So, using Overdrive (name and shame) I turned the voltage up, to around 1.36, and it actually worked. So for a couple of days, I was getting great performance by turning voltage up before I went into a game.
But recently, whenever I turned voltage higher than 1.3 volts, performance would be awful, and after looking at task manager, it seems to stick to 3.37ghz, or even 1.4.

Im relatively new to overclocking, so its probably blatantly obvious whats happening, but id appreciate any help I can get.
