Geforce Experience still not opening after clean install

GeForce Experience not opening after clean install.
From NVIDIA GeForce Experience 3.0.5.22 to the latest version didn't open for me but it still optimized my games.
Using NVIDIA GeForce Experience 2.11.4.0 opens and optimizes just fine, only issue is that shadowplay didn't record.
No idea why im having issues with the latest versions.
Any and all help with this issue would be greatly appreciated.

Have you restarted your computer? I'm not sure because I do not use geforce experience but I think it's a service. Have you tried restarting the service in services.msc

Ive restarted after each reinstall and after the clean install.
"GeForce Experience" or "NVIDIA GeForce Experience" (anything related to GFE) doesnt show up in services.

Have you tried removing and reinstalling all nvidia drivers?

Yes, it still wouldn't open even after a using DDU in normal and safe mode.

Maybe visual c++ is corrupt try uninstalling with DDU then reinstall? or maybe something else it needs to run
