Gtx 1070 low fps and stutter on 1080p

Bought a new asus gtx 1070 dual and i can't get stable 60 fps at 1080p in many new games,which is strange because this card should be capable of holding 60 fps on 1440p.
My specs are I5-3470 3.20Ghz,8GB DDR3 ram and 1TB hitachi hdd.
Tried installing a fresh new windows and setting power management to maximum performance.
Games i tested are assassins creed syndicate,batman arkham knight,Skyrim special edition and dragons dogma(might be because of games poor optimization).
Is it possible that my cpu bottlenecks it,or i should be getting stable 60fps on highest settings on this resolution?

Those are about right for an i5-3470 and a GTX 1070. Comparing to other CPUs.

Your performance is as intended. It could be better with another CPU, but that's beyond the point.

If your drivers are correct, and HDD replaced, then you should have no issues with most games. Also, a stable 60fps depends on your video settings. If you crank everything to the max, you will need a better CPU to keep a stable 60fps.

Yep...your hard drive is defective. Such a high reallocated sector count indicates imminent failure. I suggest backing up your computer as soon as possible and getting a new disk.

The occasional stutters are most probably because of the HDD being unable to read the correct info in your games.

But just to say, at 1440p, your processor is underpowered as well for your video card, and will drag it down.

im not using 1440p though
and i can see how a faulty HDD can cause to occasional stutter but in some games like arkham knight and assassins creed syndicate i get major fps drops at 1080p.
would like to hear more opinions i will definitely check about replacing that hdd though

What can also happen is that such a hard drive slows down with time. If it cannot access your game files, it will stutter and slow down your games. Or even cause BSODs.

Also, the i5-3470 shouldn't drag you down at 1080p, whatever the settings. Neither should the GTX 1070. Can you run a benchmark, such as 3Dmark, userbenchmark, videocardbenchmark or the likes? If your GPU performs as it should in the synthetic benchmarks, then the problem is most probably the HDD>
