Over Clock Problem with BIOS

I over clocked my i5 6600K to 4.7ghz with a 100% upgrade and it gave me a blue screen of death and now I cant even start up my PC, it gets stuck on the motherboard startup and doesnt progress from there, is there anyway I can reset the CPU without the bios and set it to its original clock, i cant progress past the startup screen, I have a coolermaster cheap ass cpu cooler but i doubt thats relevant
P.S my mother board is a Gigabyte GA-Z170-HD3 Motherboard

Solution
You should be able to get in the BIOS but if can't you can lookup in your motherboard manual how to reset the BIOS, it might be a switch or a jumper, it could just be removing the CMOS battery.

Next time overclock small steps at a time.
