Is my GPU bottlenecking me?

I recently bought Skyrim Special Edition and expected a solid 60fps at least, what I got was about 45fps on lowest settings.

My hardware is pretty old I guess, so I'd imagine that something is bottlenecking here, but I cannot afford to just replace all of the parts. Which part is keeping me back?

Solution
An RX 470 has better cost/performance than the RX 460. With the release of the GTX 1050 TI we can expect a good prices for the RX 470 during black friday/cyber monday etc.

I was thinking of maybe splashing out on a 480, would this be an issue in any way?

A 480 would be better but you wont get full benefit with a slow bulldozer (also known as faildozer) cpu and with the motherboard you have your options will be limited. Honestly you need a cpu,mobo, ram(new platforms use ddr4) and a gpu upgrade.

Over 4GHZ and a Quad Core is pretty good. Enough for most games as the GPU is the bottlenecking factor. Get the RX 480 and youll be set.

That would depend on the game, not all games can use 4 threads. In many games the G3258 with easily beat the 4170 as the 3258 has superior single threaded performance.Because the single threaded performance is so much greater even in multi threaded games the difference will be minimal. The i3 6100 is technically only a dual core and it beats the 8 core Piledriver cpus in the vast majority of games.

The G3258 is awful. The processor was way over hyped and struggles on today's games. Its a dual core and its great for browsing the web and office spread sheets. Games like The Witcher 3 , GTA V and BF1 will stutter and lag. It doesn't matter how much FPS you get when your stuttering around. The Processor is not meant for gaming story short.
 


You really need to get your info checked out, even though the G3258 isnt a quad core, its still a decent entry level gaming processor. In games like Witcher 3, GTA 5, and BF1 it may still get better frame than the FX 4170.

I'm planning on just buy a new PC altogether in a few years times, perhaps next year. Would an RX 460 be a good choice to go with until then?

For everyone else my GPU budget might just stretch an RX 470, but an RX 460 seems like a reasonable price.
