PSU? Mobo? I am not sure what is going on

Hey there everybody, I decided to create an account after suffering an issue I could not describe or pinpoint. I've previously used Tom's Hardware for various problems I'd run into, however this time I don't think I can find the culprit without asking.

Recently I've noticed my computer is misbehaving and there were sounds and hints that I couldn't exactly understand. I'm going to give a short list of what has been happening and hope we can narrow down the suspect.

So here it is:
- HDD produces a TICK sound that is loud enough to be noticed, it does not repeat and happens at RANDOM (I'm currently using a WD Black 2 TB)
- For some reason this SOUND can be heard sometimes even after turning off the computer (Tower cooler plates? Heat pipes?) It goes away quickly
- Windows booting up stays in a loop and nothing happens (RARE)
- Random FPS drops after losing power to KEYBOARD and rarely MOUSE (Recent) The FPS drop recovers but by this time I give the computer a restart and stop doing everything I am doing

My rig:
ASUS Z170A
24 GB DDR4
2 TB WD Black
GTX 970 G1 Gigabyte
i7 6700k

I'm also on Win7 64bit Ultimate.

As a note I noticed a small delay when things are loading. Such as a black screen when opening a map in WoW, initially red, black, brown squares when googling images (slow loading?), flickering (unsure it could just be my paranoia). It doesn't happen ALWAYS there can be times without issues.

Sometimes upon booting up and opening my browser things FREEZE up unexpectedly and the sound of my HDD doing something can be heard. (???) Once done things go back to normal.

I refuse to believe that this is related to temperature as my computer is currently running 5 fans on the PC case and 2 on the tower cooler. THE GPU rarely goes above 60 C and that's been confirmed for over a year of use.

Please help :(

I've downloaded both of those and checked all there is to check. The HDD appears to pass all tests.

check for bios update and drivers here

check for malwares or virus

There was a new bios update which I didn't know about. I installed it last night. I've also reinstalled all my drivers.

I've run a CHKDSK in CMD a couple of days back and there didn't seem to be any bad sectors or corrupt files on the hard drive.

I've also run a scan at around the same time, there were no viruses/malware on the computer.
