Un-bottlenecking a 1070

I just moved from a R9 290 to a GTX1070 but I failed to think about potential bottlenecking I would encounter. My performance is super throttled in BF1. On some of the larger conquest maps I spend most of my time around 50fps even seeing numbers in the 30s.

Hardware:
Monitor: ASUS VG248QE 1080P 144Hz
GPU: Gigabyte GTX 1070 8GB (1950MHz core, 2000MHz mem - haven't OC'd at all)
MOBO: ASRock 990FX Killer
CPU: AMD FX-8320 (running at 4.2GHz)
RAM: 16GB G.Skill Ripjaws
PSU: EVGA Supernova 650 G2
SSD: Samsung 850 EVO 500GB

When I play BF1 my GPU usage is in the 50% to 60% range, sometimes spiking low 70s. My CPU usage is maxing at 80% and RAM is around 50% usage. I seem to get more or less the same fps whether I'm at Ultra settings or Low.

My temps for GPU don't seem to rise above 50 degC and the max temp on the CPU is 53 degC.

My best guess is that it is a combination of my CPU and the fact that the card is in a PCI-E 2.0 slot that is leading to most of the performance impact I'm seeing. The in-game performance graphs indicate that my CPU is running much slower than my GPU.

What CPU would you guys recommend that would keep up with the 1070? Preferably one that wouldn't break the bank too much because I'd imagine I will have to swap out my motherboard and RAM as well. I'd love recommendations for those too.

I assume you have an after market cooler? If not, you'd need to buy one with this.
