Do you want overclock? Do you want SLI with to same graphics card later? Is quiet operation a must have? I am not sure if you ask for a full build or just want hints and learn more about the component how to choose them. But I have not much time right now and can you just show you a basic build for you. Here is a fast build without ability to overclock cpu. By the way, what country?

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-6500 3.2GHz Quad-Core Processor ($194.89 @ OutletPC)
Motherboard: ASRock Fatal1ty H170 Performance ATX LGA1151 Motherboard ($99.99 @ Newegg)
Memory: G.Skill Ripjaws 4 Series 16GB (2 x 8GB) DDR4-3000 Memory ($79.99 @ Newegg)...

In regards to your budget... Is there not really a budget meaning "Yeah I'll drop 2g on the rest of the components nbd", or "Please put parts together that fit the two predetermined parts and as long as it isn't exorbitant I will take it under advisement"?

Because from the "no budget" declaration, I would immediately upgrade that 6500 to a 6600k and instead of a cheaper motherboard like I would pair with a 6500, I would pair it with a good h170 or z170.
